The agave fibre bristles (commonly known as sisal) are extremely soft and pleasant to use. They pass easily under the nail, for effective cleansing without the risk of damaging the skin. One of the rows has been deliberately made shorter, to provide a row of harder fibres for more thorough cleansing.

First wash your hands with soap, work up a lather and then use the nail brush, gently scrubbing your nails and underneath. The long bristles are flexible. They clean the whole nail. The short bristles are harder. They clean dirt more thoroughly. The foam and hot water help the bristles to remove dirt and impurities. Repeat the operation if necessary.

N.B.: By the way, just in case you want to use your nail brush for anything other than brushing your nails, it's a bad idea! You can't use it to scrub your WC, wash your dishes or scrape your calluses ! Let's face it :)
